管理审计视角下的高校公共管理及创新路径研究

Research on College Public Management and Innovation Path from the Perspective of Management Audit

伴随着我国高等教育事业的快速发展和办学规模的持续扩大,高校公共管理的短板逐渐显现。通过发挥管理审计在高校公共管理中的作用和功能,探索行之有效的管理审计方法、制定合理的审计标准、确定审计重点和开展审计人员队伍建设,势必能提升高校公共管理水平和综合竞争优势。从高校公共管理的程序和内涵出发,探讨其现有管理模式中存在的现实问题和公共管理要求,然后,在管理审计视角下给出高校公共管理的创新路径,为高等教育事业的健康有序发展提供可供借鉴的信息。

With the rapid development of China's higher education and the continuous expansion of the scale of running schools,the weaknesses of public management in colleges and universities have gradually emerged.By giving full play to the role and function of management audit in the public management of colleges and universities,exploring effective management audit methods,formulating reasonable audit standards,determining audit priorities and developing the construction of audit staf,it is bound to improve the level of public management and comprehensive competitive advantages of colleges and universities.Starting from the procedure and connotation of public management in colleges and universities,this paper discusses the practical problems and requirements of public management in its current management mode,and then gives the innovative path of public management in colleges and universities from the perspective of management audit,providing information for the healthy and orderly development of higher education.
