全民所有自然资源资产清查存在困难与政策建议

Challenges and Policy Recommendations for the Inventory of Natural Resources Assets Owned by the Whole People

各类自然资源调查是全民所有自然资源资产清查的重要基础,通过两批全民所有自然资源资产清查试点,已初步建立不同来源、不同尺度的实物量数据整合方法,首次实现了在一张图上统一反映各类国有自然资源资产的实物量情况。资产清查的范围比资源调查范围小,需要核算资产经济价值,而且更加注重资产的所有权与使用权状况。目前在自然资源资产管理基础、所有权边界、使用权信息、调查精度方面尚存在困难与问题,因此建议:①加快建立资产清查统计制度,掌握资产底数及家底变动情况;②推进国土调查与确权登记成果有效衔接,逐步构建清晰、明确的国有自然资源资产边界;③将使用权状况作为清查的主要内容,逐步推进并最终实现全覆盖;④按照“低精度服从高精度”原则,逐步推进形成资产边界;⑤按照“图数一致”原则,建立资产清查统计数据库并形成数字化成果。

All kinds of natural resources surveys are an essential foundation of the inventory of all natural resources assets of owned by the whole people.The two pilots of the inventory of natural resources assets owned by the whole people have initially established methods for integrating physical quantity data from different sources and scales and,for the first time,have achieved a unified reflection of the physical quantity of all types of state-owned natural resources assets on a single map.The scope of the asset inventory is smaller than that of the resources survey,which requires accounting for the economic value of assets and focuses more on the ownership,and uses the status of assets.At present,there are still some Challenges and problems in the management basis of natural resources assets,ownership boundaries,ownership information,and survey precision.This paper recommends the following:①Acceleratelly establish a statistical system for asset inventory to grasp the asset base and changes in the home base;②Promote the effective connection between the land survey results and the registration of ownership rights,and gradually build clear and unambiguous boundaries of state-owned natural resources assets;③Gradually promote the status of the right of use as the main content of the inventory and eventually achieve full coverage;④Gradually promote the formation of asset boundaries by the principle of"low precision follows high precision";⑤Establish a statistical database for asset inventory and digital form results under the"consistency between maps and figures."
