国有自然资源资产报告工作需要处理好的几个关系

Several Relations Need to be Handled Well in the Reporting of State-Owned Natural Resources Assets

经过五年的探索,国有自然资源资产报告工作初步形成了编报思路、内容体系,完成了首次专项报告及其审议意见落实,但仍存在一些不足。文章从报告的定位、内容、工作体系和组织协调等方面探讨了报告工作需要处理好的几个关系:①自然资源与自然资源资产的关系。要进一步明晰资源与资产边界,科学分类,依据资产管理逻辑谋篇布局,既体现共性也体现个性。②国家所有与集体所有的关系。要更加聚焦国有情况,可补充说明整体情况。③中央与地方的关系。中央负责顶层设计、规范指导,地方结合实际、探索创新。④部门之间的关系。要健全自然资源部门牵头、有关部门密切配合的工作机制,做好与环境保护报告等的衔接。⑤报告工作环节与内容之间的关系。要进一步突出问题导向,重视审议意见整改落实,统筹口头报告和非口头报告年份的工作,完善内容体系,增强报告、报表与评价指标的联系。⑥目标要求与稳步推进的关系。既要坚持目标导向,也要稳步推进,加快夯实基础工作。⑦信息公开与保密的关系。既要按规定和程序及时公开报告、报表等信息,完善规范自然资源公报年报等体系,主动接受社会监督,又要按规定做好保密工作。

After five years of exploration,the report of state-owned natural resources assets has initially formed the thoughts and content system for compiling and reporting,and completed the implementation of the first special report and its review opinions,but there are still some deficiencies.From the aspects of the positioning,content,working system,organization and coordination of the report,this paper discusses several relations that need to be handled well in the report work:①The relationship between natural resources and natural resources assets.It is necessary to further clarify the boundary of resources and assets,scientifically classify them and plan the layout according to the logic of asset management,which reflects both commonness and individuality.②The relationship between state ownership and collective ownership.The report of state-owned natural resources assets need to focus more on the state of the country,the overall situation may be supplemented.③The relationship between the central and local governments.The central government is responsible for top-level design and normative guidance,while local governments explore and innovate based on reality.④The relationship between departments.It is necessary to improve the working mechanism under which natural resources departments take the lead and relevant departments cooperate closely,so as to ensure good coordination with environmental protection reports.⑤The relationship between work links and report content.It is necessary to give greater emphasis to the problem-oriented approach,attach importance to the rectification and implementation of deliberation opinions,coordinate the year of oral and non-oral reports,improve the content system,and strengthen the link between reports and statements and evaluation indicators.⑥The relationship between goal requirements and steady progress.We should not only adhere to the goal orientation,but also make steady progress and speed up the work of consolidating the foundation.⑦The relationship between information disclosure and confidentiality.It is necessary to disclose information such as reports and statements in a timely manner in accordance with regulations and procedures,improve and standardize the system of natural resources bulletin and annual report,take the initiative to accept social supervision,and keep confidential according to the regulations.
