Construction of the Municipal-level Assessment and Evaluation Mechanism for the Management of Natural Resources Assets Owned by the Whole People

建立健全全民所有自然资源资产管理考核评价制度,是保障所有权委托代理机制顺畅运行和所有者职责有效行使的重要支撑。文章基于对自然资源管理领域相关考核评价制度的对比分析,从考核评价主体与对象、方式与内容、指标体系构建、指标计算与结果评定等方面,探索了市级全民所有自然资源资产管理考核评价机制与方法,构建包括资产管理成效、所有者职责履行情况、公众满意程度和所有者权益损害事件四部分内容的区县政府自然资源资产管理考核评价制度架构,以及包括职能任务和专项任务两部分内容的市政府履职部门考核制度架构。

It is an important support to ensure the smooth operation of the mechanism of entrusting agency of ownership and the effective exercise of the owner's responsibilities to establish and improve the assessment and evaluation system for the management of natural resources assets owned by the whole people.Based on a comparative analysis of relevant assessment and evaluation mechanisms in the field of natural resources management,the article explores the construction of a municipal-level assessment and evaluation mechanism for the management of natural resources assets owned by the whole people in terms of assessment and evaluation subjects and targets,methods and contents,index system construction,index calculation,and result evaluation.The article constructs a natural resource asset management assessment and evaluation mechanism structure for district and county governments,consisting of four parts,which include the effectiveness of asset management,the performance of owner's duties,public satisfaction and incidents of damage to owner's rights and interests,and a municipal government performance departmental assessment mechanism structure consisting of two parts,which include functional tasks and particular tasks.
