生态文明史观视域下中国“双碳”战略的治理现代化意义

The significance of governance modernization of China’s“dual carbon”strategy from the perspective of ecological civilization history

实现碳达峰碳中和是一场广泛而深刻的经济社会系统性变革,“双碳”战略在中国共产党治国理政史上具有里程碑意义,是继党的十一届三中全会开启全党工作重心转移、党的十四大确立社会主义市场经济体制发展方向后的又一次深刻转变。它表征了中国共产党对治国理政主题的认识从工业文明的现代化升华为人与自然和谐共生的现代化,彰显出鲜明的生态文明史底色,对治国理政规律的认识从“三大规律”拓展为“四大规律”,对治国理政方式的认识从“问题倒逼”的被动性与非系统性更新为主动求变的战略性、系统性与辩证性。

Achieving carbon peak and carbon neutrality is a broad and profound economic and social systematic change,and the“dual carbon”strategy is a milestone in the history of the CPC’s governance of the country and is another profound change after the Third Plenary Session of the 11th CPC Central Committee opened the shift in the focus of the whole party’s work and the 14th CPC National Congress established the development direction of the socialist market economic system.It represents the sublimation of the CPC’s understanding of the theme of governance from the modernization of industrial civilization to the modernization of harmonious coexistence between man and nature,the expansion of the understanding of the law of governance from the“three laws”to the“four laws”,and the reactive and unsystematic renewal of the understanding of the way of governance from the passive and unsystematic nature of“problem reversal”to the strategic,systematic and dialectical nature of actively seeking change.
