后工业社会下城市能源应急管理问题与策略分析

近年来,恶劣天气、公共卫生等突发事件对后工业社会下我国城市能源安全造成影响,城市能源应急管理体系的现代化建设愈发重要。各能源应急主体虽已初步建立起应对突发事件的预案体系,但总体而言仍存在能源应急法律分散缺位、能源应急管理标准不一、各单位能源应急保障能力难以统筹的问题。面对后工业社会未来城市能源结构转型、区域能源调配等挑战,亟待加快能源应急管理立法进程、完善城际协同的能源应急管理体制,以科技助推能源行业应急保障能力,从多个层面共同完善我国城市能源应急管理体系。

The policy of enterprises’ R&D expenses additional deduction is of great significance for high-tech enterprises to enhance their innovation ability and maintain their core competitiveness.This article sorts out the current research on additional deduction policy, and analyzes the implementation of high-tech enterprises in Qinghai Province enjoying the policy.Combining questionnaire survey, this article summarizes the problems existing in high-tech enterprises enjoying the policy.Finally, some corresponding optimization measures from three aspects of policy, high-tech enterprises, and risk management are put forward, hope to provide references for the enterprises and government.
