林木资源类犯罪治理路径探析

An Exploratory Analysis of the Treatment Paths of Crimes of Destroying Forest Resources

林木资源类犯罪对森林资源安全造成威胁,阻碍林业高质量发展及林业现代实现进程。以2012—2021年林木资源类犯罪为样本,对林木资源类犯罪时空分布进行梳理,基于供需关系、犯罪特点、执法打击、法治建设等维度分析我国林木资源类犯罪的成因,提出完善林木资源类犯罪法律法规,以期为强化林木资源类犯罪专项整治和构建预防为先的犯罪防控体系等治理路径供理论和实务参考。

Crimes of destroying forest resources threaten the security of forest resources and hinder the highquality development of forestry as well as the process of forestry modernization.With the crimes of destroying forest resources happening during the period from 2012 to 2021 as the sample,the temporal and spatial distribution of crimes of destroying forest resources were teased out;the causes of crimes of destroying forest resources from the perspectives of the relationship between supply and demand,crime characteristics,law enforcement and crackdowns,and the construction of the rule of law were analyzed;and treatment paths such as improving laws and regulations on crimes of destroying forest resources were proposed,in order to strengthen special rectification of crimes of destroying forest resources,and build a crime prevention and control system that puts prevention first,for the reference of people in theory and practice circles.
