Thinking and Practice of Urban Special Examination Oriented to the Implementation of Targeted Policy Measures

专项体检评估是深化城市体检评估成果,助力国土空间精准施策的重要手段。通过梳理与总结城市体检评估进展,明确了开展专项体检的重要性和必要性;在此基础上,分析了专项体检与城市体检评估之间的关系,从对象确定、指标构建、方法选用等3个方面初步提出了开展专项体检的思路框架,并以永川区为例进行了简单实践。随着城市体检评估的逐渐完善,专项体检评估在支撑国土空间精准治理中的作用将更加明显。结合地方实际,合理确定专项体检对象,科学构建指标体系和方法,深化问题发现与成因分析的同时加强关联分析,是专项体检工作开展的重要方向。

The special examination and evaluation is an important means to deepen the results of urban examination and evaluation,and helps to implement targeted policy measures in territorial spatial planning.Through sorting out and summarizing the progress of urban examination and evaluation,we clarified the importance and necessity of carrying out special examination.On the basis of this,we analyzed the relationship between special examination and urban examination and evaluation,and initially put forward a framework for carrying out special examination from object determination,indicator construction and method selection three aspects.And then,taking Yongchuan District for example,we carried out simple practice.With the gradual improvement of urban examination and evaluation,the role of special examination in supporting the accurate governance of territory space will be more obvious.Combined with local reality,it is an important aspect of special examination to reasonably determine the special examination object,scientifically construct the index system and method,deepen the problem discovery and cause analysis,and strengthen the correlation analysis.
