基于遥感影像的土地利用动态巡查监管应用方法探讨

摘要 对当前土地利用动态监管过程中存在的问题进行了分析;基于高分辨率高频次更新的卫星遥感影像和多类型专题资料数据,针对土地供应后的净地供应审查、项目开工监管、闲置土地处置监管3类情况,提出了土地利用动态巡查监管方法,详细介绍了各类监管的内容和工作流程,阐述了总体技术路线;综合利用3S技术手段为土地利用动态巡查监管应用提供可参考的解决方案,提高监管效率和准确性,推进土地节约集约的高效利用,为高质量发展提供有力的资源要素保障。 In this paper,we analyzed the problems existing in the current land-use dynamic supervision at first.Based on the high-resolution and high-frequency updated satellite remote sensing images and multi-type thematic data,in view of the three types of situations after land supply,such as the review of standard land supply,the supervision of project commencement and the supervision of idle land disposal,we proposed a land-use dynamic inspection and supervision method.Then,we introduced the regulatory content and workflow of each type of supervision in detail,and expounded the overall technical route.The comprehensive utilization of 3S technology means can provide a reference solution for the application of land-use dynamic inspection and supervision,improve the efficiency and accuracy of supervision,promote the efficient use of land conservation and intensiveness,and provide strong resource element guarantee for high-quality development.
