数字技能培训及职业稳定性对农村人居环境治理效果的影响

The Impact of Digital Skills Training and Occupational Stability on the Governance Effect of Rural Residential Environment

基于云南3959名村干部调查数据,实证分析数字技能培训、职业稳定性对农村人居环境治理效果的影响。结果表明:村干部参与数字技能培训对农村人居环境治理具有显著正向效应,而村干部职业不稳定性显著制约农村人居环境治理效能提升;村干部声望权威、家庭收入和村庄通信设施建设亦能促进人居环境治理效能提升。村干部职业稳定性在数字技能培训影响农村人居环境治理效能中具有调节效应,数字技能培训通过提高村干部数字治理能力来提升人居环境治理效能。异质性分析发现,数字技能培训对“雏雁”型村干部人居环境治理效能的正向效应大于“成雁”型村干部;职业稳定性越高,“雏雁”型村干部参与人居环境治理的效果越好,且优于“成雁”型村干部。由此提出加快构建村干部数字技能培育体系和实施青年“领头雁”数字技能培训计划等促进农村人居环境整治提升建议。

Based on the survey data of 3959 village cadres in Yunnan Province,this paper empirically analyzes the influence of digital skills training and occupational stability on the governance effect of rural residential environment.The results show that the participation of village cadres in digital skills training has a significant positive effect on rural residential environment governance,while the occupational instability of village cadres significantly restricts the improvement of rural residential environment governance efficiency;the reputation and authority of village cadres,family income and the construction of village communication facilities can also promote the improvement of rural residential environment governance efficiency.The vocational stability of village cadres has a regulatory effect in the mechanism of digital skills training affecting the governance effectiveness of rural residential environment.Digital skills training improves the efficiency of rural residential environment governance by improving the digital governance capability of village cadres.Heterogeneity analysis found that the positive effect of digital skills training on the governance effectiveness of the new generation of village cadres is greater than that of the older generation of village cadres;the higher the degree of occupational stability is,the better the effect of the new generation of village cadres participating in the governance of the rural residential environment is,and it is obviously better than the older generation of village cadres.Based on this,this paper puts forward countermeasures and suggestions to improve the rural residential environment governance from the aspects of speeding up the construction of digital skills training system for village cadres,focusing on the implementation of digital skills training plan for young cadres,and improving the career stability of village cadres.
