救援队伍开展国际救援行动的实践与思考——中国救援队土耳其地震灾害国际救援工作综述

Practice and Reflection on International Rescue Operations by Rescue Teams——Summary of the International Rescue Mission of the China Search and Rescue Team(CSAR)for the Earthquake Disaster in Türkiye

2023年2月6日,土耳其东南部连续发生两次7.8级强震,造成重大人员伤亡和财产损失。应土耳其政府请求,经报党中央、国务院,习近平总书记亲自批准,应急管理部派出中国救援队赴土耳其执行救援任务。此次土耳其地震应急救援是应急管理部成立以来第一次执行地震灾害国际救援,也是中国实施国际救援任务中最困难的行动之一。中国救援队于2月7日至17日赴土开展了为期11天的人道主义救援行动,成功营救出6名幸存者,赢得了土耳其政府和人民的高度赞誉,展现了中国救援队精神风貌、专业技能和职业素养,促进了中土友谊,体现了大国责任担当,以实际行动践行了国际人道主义精神和人类命运共同体理念。

On February 6,2023,two catastrophic earthquakes of magnitude 7.8 occurred in southeastern Türkiye,causing heavy casualties and property losses.At the request of the Turkish government,with the approval of the CPC Central Committee,the State Council and General Secretary Xi Jinping,the Ministry of Emergency Management dispatched China Search and Rescue Team(CSAR)to Türkiye for rescue missions.The Turkish earthquake mission is the first international earthquake rescue performed since the establishment of the Ministry of Emergency Management;it was also one of the most challenging operations in China’s international rescue missions.The China Search and Rescue Team(CSAR)mission to Türkiye lasted from February 7 to 17.During this 11-day humanitarian rescue operation,CSAR successfully rescued six survivors,won high praise from the Turkish government and people,demonstrated the virtue,professional skills and professional qualities of the China Search and Rescue Team(CSAR),promoted the friendship between China and Türkiye,and embodied the responsibility worthy of a great power.CSAR has practiced the spirit of international humanitarianism and the concept of a community of shared future for mankind with practical actions.
