培育和发展我国安全应急产业的困境及对策

The Challenges and Countermeasures in Cultivating and Developing China's Work Safety and Emergency Management Industry

发展安全应急产业是新时代满足人民日益增长的安全应急需求,推进我国应急管理体系和能力现代化,建设更高水平的平安中国的题中应有之义。分析发现,我国安全应急产业发展存在需求推动具有较强的不确定性,产业链急需整合及产业园区空心化,产品的专用性和通用性兼顾不够,数字赋能深度广度明显不足,省市的重视程度不高,安全应急产业针对性的政策引导不够等困境。建议通过平衡市场发展与政府买单之间的关系,增强产业整合及升级,鼓励安全应急相关军品转民品,加强智慧安全、智慧应急产品研发,加快制定针对性政策等措施缓解困境。

Developing work safety and emergency management industry(WSEMI)is the proper meaning of meeting the growing needs of the people in the new era,promoting the modernization of China’s emergency management system and capacity,and building a higher level of safe China.The analysis shows that the development of China’s safety emergency industry is confronted with challenges,such as uncertainty of demand promotion,urgent need for integration of industrial chain and hollowing out of industrial parks,insufficient consideration of product specificity and versatility,insufficient depth and breadth of digital empowerment,low attention from governments in provinces and cities,and insufficient targeted policy guidance for work safety and emergency management industry(WSEMI).It is suggested that measures such as balancing the relationship between market development and government payment,strengthening industrial integration and upgrading,encouraging the conversion of military products related to work safety and emergency management to civilian products,strengthening the research and development of intelligent work safety and emergency management products,and speeding up the formulation of targeted policies should be taken to alleviate the difficulties.
