乡村振兴背景下数字赋能特色村落发展路径优化研究——以长丰县马郢村为例

Research on the Optimization of Development Path of Digital Empowerment to the Characteristic Villages Under the Background of Rural Revitalization:Taking Maying Village in Changfeng County as an Example

数字技术为乡村社会发展提供了现代化的途径和工具,是实现乡村振兴目标的有效支撑,也是培育特色村落发展的重要渠道。我国数字乡村试点工作虽已全面展开,但在实践中面临政策法规统筹缺位、多元主体分工不明确、居民数字素养缺乏等现实问题,制约着新型数字化技术向乡村渗透的深度与广度。针对上述困境,文章引入赋能理论,基于对特色村落的田野调查,构建个人、组织、社区三维理论框架,提出技术赋能特色村落发展的可为路径:创新治理模式,构建信息化治理平台;培育新型数字农民,促进内生动力增长;精准嵌入数字技术,以技术赋能乡村全面振兴等。研究旨在发挥数字技术在乡村振兴中的赋能作用,以期为特色村落的高质量发展提供优化路径。

Digital technology provides a modern way and tool for rural social development,and it is an effective support to achieve the goal of rural revitalization,and also an important channel to foster the development of characteristic villages.Although the pilot work of digital countryside in China has been carried out in an all-round way,practical problems such as lack of overall planning of policies and regulations,unclear division of labor of multiple subjects,and lack of digital literacy of residents are also faced in practice,which restrict the depth and breadth of the penetration of new digital technology into rural areas.In view of the above difficulties,through the introduction of the empowerment theory,based on the field investigation of characteristic villages,the three-dimensional theoretical framework of individuals,organizations and com-munities was constructed,proposing that the development path of digital empowerment to the characteristic villages lies in innovation governance mode,construction of information governance platform,cultivating new digital farmers to promote the growth of endogenous power,precise embedding of digital technology,and empowering comprehensive rural revitalization with technology,etc.,aiming to give play to the empowerment role of digital technology in rural revitalization,in order to provide an optimal path for the high-quality development of characteristic villages.
