科研诚信与监督体系建设实践与优化研究——以西安市为例

Research on Practice and Optimization of Scientific Research Integrity and Supervision System Construction——Taking Xi’an as an Example

随着我国经济建设的迅速发展和现代化进程的不断加快,科学技术对经济社会发展的贡献也越来越大。科研诚信建设的重要性也日益凸显。本文以我国科研诚信与监督体系建设的发展历程为切入点,综合文献研究、比较研究、实证调查等方法,结合目前与我国科研诚信与监督体系建设相关的国家政策文件,针对性研究西安市科研诚信与监督体系建设发展现状,分析其建设中存在的问题及发展空间。研究认为,应该从加强科研诚信规范引导、建设信用评估监督体系、健全科研信息共享机制、开展科研诚信教育培训等视角,对西安市科研诚信与监督体系进行改进与完善,以期优化西安市当前的科研生态。

With the rapid development of China’s economic construction and the continuous acceleration of the modernization process,science and technology have contributed more and more to the economic and social development.The importance of scientific research integrity construction has become increasingly prominent.This paper takes the development process of the construction of scientific research integrity and supervision system in China as the starting point,integrates literature research,comparative research,empirical investigation and other methods,and combines the current national policy documents related to the construction of scientific research integrity and supervision system in China to review the current situation of the construction of scientific research integrity and supervision system in Xi’an,and finds out the long-term problems in its construction.The paper argues that we can reconstruct and improve the scientific research integrity and supervision system of Xi’an from the perspectives of strengthening the normative guidance of scientific research integrity to build a credit evaluation and supervision system,improve the scientific research information sharing mechanism,and carry out scientific research integrity education and training,so as to optimize the current scientific research ecology in Xi’an.
