An Empirical Study of the Police Forces on Trains——A Sample of Patrolling Unit on Trains of Hangzhou Railway Public Security Division

铁路乘警是最能体现铁路公安特色的警种。警力紧张与任务繁重之间的矛盾是当前乘警系统面临的突出问题。深化乘务改革、加强乘警队伍管理、提高乘务工作效能迫在眉睫。杭州乘警支队实证资料显示,通过完备的制度体系、明确的责任链条、深厚的文化涵养、规范的专业管理,可以有效缓解警力紧张、破解当前乘警工作发展的难题和瓶颈,为打造“平安列车”、擦亮“中国高铁”名片提供了新视角、新路径。

The patrolling unit on trains is the most featured force in railroad police force, but it is confronted with the fierce tension between the manpower shortage and overloaded tasks. It is urgent to deepen the crew service reform, strengthen the patrolling unit on trains and improve the service efficiency. The enforcement practice from the patrolling unit on trains of Hangzhou Railway Police Division indicates that the manpower shortage and other impediments to police service can be alleviated by comprehensive institutions,clear chain of responsibility, profound culture, regulatory and professional management. It proposes a new perspective and a new path for building the Safe Train and brightening the card of China High Speed Rail.
