海洋渔业总允许捕捞量管理的比较研究

摘要 探索科学的管理方法遏制过度捕捞造成的海洋渔业资源衰退已经成为我国海洋渔业可持续发展需要解决的关键问题。基于生物经济模型,计算和比较以经济最优为目标和以实现最大可持续产量为目标的总允许捕捞量管理在较长一段时期内的资源保护效果和经济效益。结果显示:1)总允许捕捞量管理对不同鱼种具有一般意义,相比于现在的渔业死亡率,总允许捕捞量管理能产生更高的生物量、捕捞量和经济利润;2)两种目标的管理效果存在差异,以经济最优为目标的管理能实现更高的生物量和经济利润,以实现最大可持续产量为目标的管理则能实现更高的产量水平。 Exploring scientific management methods to curb the decline of marine fishery resources caused by overfishing has become a key issue that needs to be solved in the sustainable development of China’s marine fishery. Based on bioeconomic model, this paper calculates and compares the conservation and economic benefits of total allowable catch management in the long term with the goal of economic optimization and the goal of achieving maximum sustainable yield. The results showed that: 1) Total allowable catch management has general significance for different species, and total allowable catch management can generate higher biomass, catch and economic profits in the long term compared to the current fishery mortality rate;2) There are differences in the management effectiveness of the two objectives, with management aiming for economic optimization achieving higher biomass and economic profitability in the long term, and management aiming to achieve maximum sustainable yields achieving higher yield levels in the long term.
