总体国家安全观视域下档案解密现实困境及对策

Problems and Countermeasures of Archives Decryption from the Perspective of the Overall National Security Concept

总体国家安全观视域下,档案解密面临复杂的安全形势和安全威胁。通过内容分析法和访谈法对档案解密法律规制、档案解密现状及问题进行了全面调查和深入分析;运用扎根理论分析了档案解密在意识、法律规制、组织协调、方法技术层面的制约因素;从五个方面提出了解决对策,即:以“党管保密、依法治密”为基本政治原则,建立定密主体、档案馆、档案主管部门和保密局“四方合作、动态协调”的常态化机制;完善政策法规体系;细化解密标准规范;统筹档案解密与总体国家安全;运用档案解密新技术和新方法,为突破档案解密的现实困境提供参考。

Under the overall national security concept,the archives decryption in China is facing a complicated security situation and threats.This paper makes a comprehensive investigation and in-depth analysis on the legal regulation of archives decryption and current situation and problems of archives decryption through the content analysis and interview.It also summarizes the restrictive factors of archives decryption in the aspects of consciousness,legal regulation,organization and coordination,methods and technology by using the grounded theory.Five countermeasures are put forward,that is,take“Party Management Confidentiality,Administer Secrets According to Law”as the basic political principle and establish a normalized mechanism of“Quartet Cooperation and Dynamic Coordination”between encryption agencies,archives,security bureaus and archives administration;improve the policy and regulation system;refine the standards and specification for archives decryption;ensure both archives declassification and overall national security;and introduce new technologies and methods.The systematic solutions are proposed to provide a reference for breaking through the practical dilemma of archives decryption.
