“常青树”路径:可行能力视角下居民参与社区治理能力建设

“The Evergreen Path”:Constructing Residents Participation Capacity from the Perspective of Feasible Capacity

居民参与不足是当前社区治理存在的主要问题,因为居民是社区治理的主体力量,居民的广泛参与是社区治理体系建设的关键一环。当前研究要么从宏观层面探索居民参与的行政运作因素,要么从微观层面分析影响居民参与的个体因素,没有将宏观角度和微观角度结合起来考察居民参与动因问题。从可行能力视角出发,选择参与机会和自主权两个核心变量,通过对参与事务、参与项目、参与团队和参与制度进行分析,针对居民“弱参与”难题尝试提出居民参与的“常青树”路径,促使社区居民真正成为社区治理的参与者。

The lack of residents participation is the main problem in the current community governance.Since residents are the main force of community governance,their extensive participation is a key element in the construction of community governance system.Current research either explores the administrative operation factors of residents participation from the macro scope or focuses on individual factors from the micro scope.The motivation of residents participation has not been analyzed from both macro and micro perspectives.This study adopts the perspective of feasible capability,selects the two core variables of participation,namely opportunity and autonomy.It proposes the“evergreen”path for residents participation as a solution to the problem of“weak participation”,which aims at making community residents the de facto participants of community governance.
