摘要
创新生态补偿机制是生态文明建设的重要内容。在现行双向静态补偿机制基础上构建了基于分类水质与分级补偿的双向动态补偿机制并提出了相应的命题。接着,分别采用理论证明和数值模拟方法对双向动态补偿机制与双向静态补偿机制在流域水质和上下游间的福利差异性进行验证。研究表明,双向动态补偿机制与双向静态补偿机制相比,不仅可以实现上游福利增进,还具有水质提升效应。最后,采用新安江流域跨界生态补偿实践的算例对相关命题进行分析,再次验证了双向动态补偿机制的有效性。研究结论为生态补偿制度改革提供了新的理论依据。
Innovating the ecological compensation mechanism has become a key issue in the construction of Chinese ecological civilization.Based on the existing bidirectional static compensation model,this paper constructs a bidirectional dynamic compensation model based on classified water quality and graded compensation and puts forward the proposition.On this basis,theoretical proof and numerical simulation methods are used to compare and verify the welfare differences and water quality between dynamic and static model.The results of theoretical and numerical simulation show that the bidirectional dynamic compensation mechanism has a significant role in promoting the welfare level and water quality.Finally,through the calculation example of cross-border ecological compensation practice in Xin’anjiang River Basin,the relevant parameters are analyzed to further verify the effectiveness of the theory.The research provides a new theoretical support for further optimization of ecological compensation practice.
