乡村振兴背景下城乡融合发展政策体系与体制机制研究——以西藏自治区N市S县为例

Research on the Policy System and Mechanism of Urban and Rural Integrated Development under the Background of rural Revitalization--Taking S County,N City,Tibet Autonomous Region as an Example

党的十九大报告提出,要“实施乡村振兴战略,建立健全城乡融合发展的体制机制和政策体系,加快推进农业农村现代化”。自改革开放特别是党的十八大以来,在目前乡村振兴的大背景下,我国在统筹城乡发展、推进新型城镇化方面取得了显著的进展,但城乡要素流动不顺畅、公共资源配置不合理等问题依然突出,影响城乡融合发展的体制机制障碍尚未根本消除。为走好城乡融合之路,中共中央国务院出台了乡村振兴战略规划(2018~2022年)、《乡村振兴促进法》、《关于建立健全城乡融合发展体制机制和政策体系的意见》(以下简称《意见》)等相关文件。本文针对N市S县在乡村振兴背景下如何准确把握城乡融合的政策体系,构建城乡融合发展的体制机制进行探究。找寻适合N市S县城乡融合发展的路径,促使城乡融合发展的政策体系与体制机制落实到乡村振兴的现实要求上来。

The report of the 19th National Congress of the Communist Party of China proposed to"implement the rural revitalization strategy,establish and improve the system,mechanism and policy system of urban and rural integrated development,and accelerate the modernization of agriculture and rural areas".Since the reform and opening up,especially since the eighteenth congress,under the background of the current rural revitalization,China in overall urban and rural development,promoting new urbanization has made significant progress,but the urban and rural factors flow is not smooth,unreasonable allocation of public resources is still outstanding,affect the development of urban and rural integration institutional obstacle has not been fundamentally eliminated.In order to improve urban and rural integration,the CPC Central Committee and The State Council have issued the Strategic Plan for Rural Revitalization(2018~2022),the Law on the Promotion of Rural Revitalization,the Opinions on Establishing and Improving the System,Mechanism and Policy System for Integrated Urban and Rural Development(hereinafter referred to as the Opinions)and other relevant documents.This paper explores how to accurately grasp the policy system of urban and rural integration and construct the system and mechanism of urban and rural integration development under the background of rural revitalization.To find a path suitable for urban-rural integrated development in N City and S county,and to promote the policy system and system mechanism of urban-rural integrated development to implement the practical requirements of rural revitalization.
