河北省科技创新尽职免责机制建设问题研究

建立健全科技创新尽职免责机制是河北省实施国家创新驱动发展战略、激发主体创新活力的内在要求。立足于政策文本,从现实角度出发,河北省科技创新尽职免责机制的建设还存在体系化不强、具体的制度设计有待完善、配套措施有待协同发展的问题。为使科技创新尽职免责机制实现松绑减负的激励功能,河北省有关部门应在依法依规的基础上,立足于全国视角,借鉴个别地区经验,通过明确适用主体、适用情形、适用程序,保障免责机制与纠错机制并行,加强社会主体的多元化监督等措施,实现科技创新尽职免责机制的体系化发展。

Establishing and perfecting the mechanism of dismissing responsibility for science and technology innovation is the internal requirement for Hebei province to carry out the national innovation-driven development strategy and stimulate the innovation vigor of the main body. Based on the policy text, from the realistic point of view, there are still some problems in the construction of Hebei science and technology innovation due diligence exemption mechanism, such as weak systematization, specific system design to be improved, and supporting measures to be coordinated development.
