贵州省生活垃圾焚烧发电问题对策研究

Research on countermeasures for domestic waste incinerationpower generation in Guizhou Province

生活垃圾焚烧发电已经成为生活垃圾处理的一个主流发展方向。通过对贵州省生活垃圾发电厂进行研究,发现了垃圾焚烧量较小,发电效益低于预期;经营成本较高、管理和工艺落后给公众带来“邻避效应”的心理影响;投资收紧和电价补贴难以到位等问题,因此提出加快推进省内垃圾分选工作,提高企业燃烧垃圾的燃烧效率;提高行业门槛,提高排放标准,加强行业监管;信息化开放,破解“邻避效应”;规避补贴费退坡风险等对策与建议。依靠企业内部环境与外部环境相互改善,促进贵州省生活垃圾焚烧发电事业实现有序、科学发展。

Domestic waste incineration power generation has become a mainstream development direction of domestic waste treatment.Through the study of domestic waste power plants in Guizhou Province,it was found that the amount of waste incineration was short and the power generation benefits were lower than expected;the high operating costs,backward management and technology caused"neighbor avoidance effect"to the public psychology;problems such as tightening of investment and difficulty in realization of electricity price subsidies also existed.So it is proposed to accelerate the promotion of garbage sorting in the province and improve the combustion efficiency of burning garbage in enterprises;raise industry thresholds,use higher emission standards,and strengthen industry supervision;improve information openness,and crack the"neighbor avoidance effect";take countermeasures to avoid the risk of subsidy fee decline.Relying on the mutual improvement of the internal and external environment of the enterprise,we will promote the orderly and scientific development of the domestic waste incineration power generation industry in Guizhou Province.
