Research on the Optimization of the Social Pension Insurance System for Flexible Employment in New Economy Industry

新业态灵活就业人员数量迅速增加,随之而来的问题是:从业人员的就业特征与现有的社会保障制度并不适应。虽然国家已经做出了一些政策调整,但灵活就业人员如何养老仍然是一个社会问题。新业态灵活就业人员自身参保意识不强,加之我国现行的基本养老保险制度参保规则不灵活、个人缴费基数及比例过高,使得灵活就业人员参保率低、断保现象普遍、转移续接困难。要健全灵活就业人员的养老保险制度,须从建立更加灵活的养老保险参保机制、提高养老保险的转移接续水平、确定合理的缴费水平、提高灵活就业人员的参保意识等方面加以完善。

The new economic model that emerged with the development of information technology has further promoted the change of employment pattern,and the number of flexible workers in new industry is increasing rapidly.But there is another problem:their own characteristics do not fit with the existing social security system.Although the government has made some policy adjustments,it is still a serious social problem to make the flexible workers support their retire life.Due to the lack of awareness,the inflexible insurance participation rules of China’s social pension insurance system,the high individual contribution base and ratio,it is no accident that the participation rate of flexible workers is low,the phenomenon of discontinuation of insurance is common,and the transferability is poor.In order to improve the pension insurance system for flexibly employed persons,it is necessary to establish a more flexible pension insurance participation mechanism,improve the level of transfer and continuity of pension insurance,determine a reasonable level of contributions and raise the awareness of flexible workers to participate the pension insurance.
