摘要
应急管理体系建设是实现国家治理体系和治理能力现代化的时代使命,也是后疫情时代中国特色社会主义建设的应有之义。在中国特色应急管理体系建设中坚持以人民为中心的理念不仅是推进应急管理体系创新发展的基本思想和原则之一,也是推动马克思主义中国化的赓续发展。通过探究马克思主义人本思想对应急管理体系建设的适切性,厘清应急管理体系创新发展的机遇和挑战,以马克思主义人本思想为引领,深化以人民为中心的应急管理体系,统筹多主体参与的角色定位,提升和规范数字技术水平,从而推进应急管理体系和能力现代化,使之与经济社会发展相适应,保障人民群众的生命财产和健康安全,建设以人为本的中国特色应急管理体系。
The construction of emergency management system is the mission of the times to realize the modernization of national governance system and governance capacity,and it is also the proper meaning of the construction of socialism with Chinese characteristics in the post-epidemic era.Adhering to the people-centered concept in the construction of emergency management system with Chinese characteristics is not only one of the basic ideas and principles to promote the innovation and development of emergency management system,but also to promote the continuous development of Marxism in China.By exploring the relevance of Marxist humanistic thought to the construction of emergency management system and clarifying the opportunities and challenges in the innovative development of emergency management system,the paper thinks that it is necessary to take Marxist humanistic thought as the guide,deepen the people-centered emergency management system,coordinate the role orientation of multi-agent participation,and improve and standardize the level of digital technology so as to promote the modernization of emergency management system and capacity,make it adapt to economic and social development,ensure the safety of the people′s life,property and health,and construct the people-oriented emergency management system with Chinese characteristics.
