Review of Liu Zhaoqi's Coastal Defense Thoughts

从刘兆麒督浙期间所进行的海防活动中,可以看出其海防思想的核心是“以剿为御”。在海防对象上,既遵循清廷“重防其出”这一海防基调,同时也时刻关注海上抗清势力的动向;在海防建设上,既重视台寨汛地等海防设施的建设,又强调战船军械的制造,积极整军备战;在海防策略上,刘兆麒认为除了完善沿海防御设施、严查汛防外,更应该提升清军水陆协同作战的能力,主动出击,培养一支具有威慑力的水陆之师,从而彻底平定海患。与顺康年间其他海防大员相比,刘兆麒提出了一套完整、清晰、操作性强的海防计划,其海防思想较为理性、积极。

From the coastal defense activities conducted during Liu Zhaoqi's period as the governor of Zhejiang,it can be seen that the core of his coastal defense thoughts was"to take suppression as defense".In terms of the coastal defense objects,he not only followed the basic policy of the Qing government to Mdefend against outward threats," but also paid attention to the movements of anti-Qing forces at sea.In terms of coastal defense construction,he attached importance to the construction of coastal defenses,such as forts and military bases,and also emphasized the manufacture of warships and weapons,actively preparing for war.In terms of coastal defense strategy,Liu Zhaoqi believed that in addition to improving coastal defense facilities and flood control,it was also necessary to enhance the ability of the Qing army to cooperate in naval and land battles,take the initiative,and cultivate a powerful amphibious force to thoroughly eliminate coastal threats.Compared with other coastal defense officials during the Shunkang period,Liu Zhaoqi proposed a complete,clear,and operational coastal defense plan,and his coastal defense thoughts were relatively rational and positive.
