Research on the Training Mechanism and Path of Professional and Technical Personnel in Public Libraries under the New Development Concept

新发展理念为公共图书馆专业技术人才培养机制、模式与路径构建提供了理念引领与工作借鉴。公共图书馆应在选人、用人、育人、留人四个环节和维度持续开展工作:拓展选人渠道,做到精准选人;不断重塑与优化人才流动、交流与成长机制;通过职称评聘细则等政策引导,探索实施“高层次公共图书馆人才提升计划”和“馆员导师制”,不断提升公共图书馆专业技术人员的服务能力和科研水平;营造科学的留人机制,运用制度锁住人才。通过培养一批具有公共图书馆专业素养的实践型、创新型高层次人才,实现公共图书馆专业技术人才培养的科学化、常态化、制度化与机制化。

The new development concept provides the concept guidance and work reference for the construction of the training mechanism,mode and path of professional and technical talents in public libraries.Public libraries should continue to work in the four links and dimensions of selecting,employing,educating and retaining people:expanding the channels of selecting people and selecting people accurately;continuously reshaping and optimizing the talent flow,communication and growth mechanism;exploring the implementation of"high-level public library talent promotion plan"and"librarian tutorial system",and continuously improving the service ability and scientific research level of professional and technical personnel in public libraries through policy guidance such as professional title evaluation rules;creating a scientific retention mechanism and using the system to lock up talents.By cultivating a group of practical and innovative high-level talents with the professional quality of public libraries,the scientific,normalized,institutionalized training of professional and technical talents in public libraries is realized.
