我国转型绿色电能发展的路径研究

摘要 随着我国绿色电能占比逐年提高,以再生能源为导向的电力市场将发生本质上的变化,包括分布式绿色电能、用户端需量反应、储能系统及电动车等。面对这样的能源结构转型,如何建构绿色电能导向的电力市场,落实公平交易机制,借由厂商合理竞争,优化市场绩效,值得深入研究。文章针对我国绿色电能的相关政策进行评估,研究现行电力转型与绿色电能发展政策,提出合理的绿色电能健康发展路径,以期借此作为我国电力转型政策规划及实施推广时的参考依据。 As the proportion of green electric energy in China increases year by year,the renewable energy oriented power market will undergo essential changes,including distributed green electric energy,consumer demand response,energy storage system and electric vehicles.In the face of this structural paradigm shift,how to build a green electricity oriented electricity market,implement a fair trading mechanism,and optimize market performance through rational competition of manufacturers is worth in-depth study.This paper evaluates the policy of green power transformation in China,studies the current policy of power transformation and green power development,and proposes a reasonable path for the healthy development of green power,with a view to serving as a reference for the planning and implementation of China’s power transformation policy.
