摘要
价值医疗是深化公立医院改革的重要目标,绩效考核工作是评估公立医院改革效果的重要标尺,二者之间存在密不可分的联系。随着我国公立医院改革迈入“深水区”,价值医疗理念引起了国家层面的广泛关注和重视。系统阐述了价值医疗的基本概念,明确了价值医疗理念与绩效考核的逻辑关联,梳理了公立医院绩效考核贯彻价值医疗理念呈现出临床价值、经济价值、社会价值和创新价值4个新的变化趋势,分析了公立医院落实绩效考核工作过程中存在的关键问题,并且从贯彻价值理念、改进服务质量、降低医疗成本、提升患者就医体验4个方面提出了改进医院绩效的思路。
Value-based healthcare is an important goal in deepening public hospital reform.Performance appraisal is an important yardstick for assessing the effectiveness of public hospital reform.They are inextricably linked to each other.As China’s public hospital reform enters the“deep water”area,the philosophy of value-based healthcare has attracted widespread attention and attention at the national level.It systematically expounds the basic concept of value-based healthcare,clarifies the logical connection between the concept of value-based healthcare and performance appraisal,sorts out the four characteristics of clinical value,economic value,social value and innovation value in the implementation of the concept of value-based healthcare in public hospitals,analyses the key problems in the implementation of performance appraisal in public hospitals,and puts forward new ideas for improving hospital performance in four aspects:implementing the concept of value-based healthcare,improving service quality,reducing healthcare costs and enhancing patients’access to healthcare.
