海港口岸无接触式检疫模式研究

随着海港口岸业务量的不断增长和口岸新冠疫情防控的持续推进,海港口岸原有检疫监管模式面临无法有效防范疫情防控安全风险、难以适应长效化保通保畅要求、不断加剧检力资源紧张矛盾等问题。习近平总书记指出:“最终战胜疫情,关键要靠科技”,在新冠疫情防控背景下,应用科技手段创新海港口岸检疫模式具有重要现实意义。本研究旨在按照海关总署精准检疫工作要求,积极探索建立海港口岸无接触式检疫模式,为更加精准高效做好常态化疫情防控工作奠定基础。该模式包括远程检疫、方舱检疫和视频监控等方面,主要内容可概括为“三远四近一监控”,打造“六优六零”工作特色,最终实现管理规范化、操作标准化、装备智能化、应用数字化以及科技防疫、精准检疫等目标。

With the continuous growth of the business volume of seaports and the continuous advancement of the prevention and control of the COVID-19 at ports,the original quarantine supervision mode of seaports is faced with problems that is valid for epidemic prevention and control,and it is difficult to adapt to the long-term requirements of smooth freight and logistics,and problems of the increasing tension in human resources. General Secretary Xi Jinping pointed out: “The key t o ultimately defeating the epidemic depends on technology.” In the context of the prevention and control of the new crown epidemic,it is of great practical significance to apply technological means to innovate the mode of quarantine at ports and ports. This study aims to actively explore the establishment of a non-contact quarantine mode at seaports in accordance with the requirements of the General Administration of Customs for precision quarantine work,and lay the foundation for more accurate and efficient normalized epidemic prevention and control. This mode includes remote quarantine,shelter quarantine and video surveillance.The main content can be summarized as “three-far,four-near one-monitoring”,creating the work characteristics of “six-excellent and six-zero”,and finally realizing standardized management,standardized operation,intelligent equipment,digital application and the goals of technological epidemic prevention and precise quarantine.
