以数字化引领海港口岸疫情防控“两多”机制探索

Exploration of “multi-point trigger and multi-channel surveillance mechanism” for prevention and control of infectious disease at seaports through digital means

海关作为口岸疫情防控的主管部门,肩负着“外防输入”的重要使命,构建海关特色的智慧化预警多点触发机制和多渠道监测预警机制(“两多”机制),将极大地促进海关部门早期监测预警能力的提升。本文通过剖析当前海关监测预警工作面临的突出挑战,分析建立健全数字化“两多”机制的重要意义,探索运用数字化手段,在风险监测、分析研判、风险预警、协作保障等方面,提出构建海港口岸“两多”机制的实现路径。

Customs,as the competent department of port health,is responsible for the important mission of“Guarding against imported cases”. The construction of a multi-point trigger mechanism and a multi-channel surveillance and early warning mechanism (“Double-Multi” mechanism) with Customs characteristics will greatly promote the early surveillance and early warning capability of the Customs department. In this paper,we analyze the outstanding challenges faced by the current customs surveillance and early warning work,analyze the importance of establishing an all-round digital “Double-Multi” mechanism and explore applications of digital means in risk surveillance,analysis and evaluation,risk warning,collaboration and security,etc. Finally,we propose a method to build a “Double-Multi” mechanism at seaports.
