普及化时代高质量高等教育体系建设的现实背景与可行路径 被引量:17

摘要 中国高等教育已迈入普及化阶段,正处在从跟随追赶转向超越引领的战略“交点”、从规模扩张转向提质增效的战略“拐点”以及大胆创新、自主成长的战略新“起点”。普及化为高等教育带来了办学理念、组织管理、课程教学、选拔评价以及内部治理等方面的一系列新变化与新要求。中国必须立足本国实际,建立服务全民终身学习、全纳包容、灵活开放、多元高效、协同共治的高质量高等教育体系。普及化时代高质量高等教育体系建设的涉及范围非常广泛,其中最关键的任务包括:加快制定统一的国家资历框架;优化完善普职融通制度;深化产教融合制度;探索新型高等教育考试招生制度;健全高等教育公共服务体系;推进高等教育治理体系与治理能力现代化。 China’s higher education has entered the universal phase, and is at the strategic point from following to surpassing, from scale expansion to quality improvement and efficiency, and the starting point of innovation and independence. The universalization of higher education has brought about new changes and new requirements in school running, organization and management, curriculum and teaching, evaluation and selection, and internal governance. It is necessary for China to establish an inclusive, flexible and open, diversified and efficient, coordinated and co-governed higher education system that serves the lifelong learning of the whole people. The construction of the high-quality higher education system involves a wide range of aspects, and the most critical tasks include: accelerating the formulation of a unified national qualification framework;optimizing and improving the general vocational integration system;deepening the integration system of production and education;establishing the public service system of higher education;and promoting the modernization of higher education governance and capacity.
