大型公立医院外部监管政策分析与优化研究

Analysis and optimization research on external supervision policy of large public hospitals

外部监管是推动公立医院综合改革的重要抓手,也是实现公立医院高质量发展的有力保障。本研究通过对近年来郑州大学第一附属医院经历的三级甲等医院复核评审、医疗机构校验、大型医院巡查、三级公立医院绩效考核等4种外部监管措施进行梳理和比较分析,发现当前存在不同监管措施之间缺乏有效协同、监管模式有待优化、大型公立医院对于监管的主动性不足、多部门协作程度仍需加强等问题。建议完善顶层设计,统筹各项监管措施;创新工作方法,优化外部监管模式;加强内外结合,建立长效工作机制;强调整合理念,提升医院协作程度。

External supervision is an important starting point to promote the comprehensive reform of public hospitals,and it is also a strong guarantee for the high-quality development of public hospitals.In this study,the first affiliated hospital of Zhengzhou University has sorted out and compared four external supervision measures,including re-examination and review of GradeⅢLevel A hospitals hospitals,medical institution verification,large-scale hospital inspection,and performance evaluation of GradeⅢpublic hospitals,and found that At present,there are problems such as the lack of effective coordination between different regulatory measures,the regulatory model that needs to be optimized,the lack of initiative of large public hospitals in monitoring,and the degree of multi-departmental collaboration that still needs to be strengthened.It is recommended to improve the top-level design and coordinate various supervision measures;innovate working methods and optimize the external supervision mode;strengthen internal and external integration and establish a long-term working mechanism;emphasize the concept of integration and improve the level of hospital collaboration.
