水资源管控分区方法及在安徽省的应用实践

Zoning for water resources management and control in Anhui Province:application and practices

我国生态文明建设和高质量发展面临水资源短缺的严峻挑战和重大制约,对水资源管理提出了更高要求。为建立健全水资源刚性约束制度,从严从细管好水资源,提出了一种水资源管控分区方法和划分标准,以安徽省为例进行了应用实践,并对可能影响分区结果的情况进行了讨论分析。研究成果可为严格水资源管控提供方法支撑和借鉴参考。

China faces great challenges and major constraints brought by water shortage in the process of ecological civilization and high-quality development,which makes higher requirements for water resources management.In order to establish and improve the rigid constraint system of water resources and manage water resources strictly and efficiently,method and classification standard are proposed to divide zones for water resources management and control.Based on practices of the Anhui Province,analysis is made on the factors that may influence the results,which may provide support for strict water resources management and control.
