Language technology services in the EU digital economy:Issues,countermeasures and implications

语言技术是应对跨境数字经济海量、即时、多样的语言服务需求的必由之路。基于对欧盟数字经济和语言技术规划政策的研究,廓清欧盟数字经济发展的概况,系统总结和分析了欧盟数字经济发展中的语言技术问题和对策。在“数字丝绸之路”等国际性数字经济发展倡议出台和推进的大背景下,欧盟经验对中国应对跨境数字经济中的语言技术问题启示如下:在制度层面创新机制体制,降低语言技术发展的制度障碍;在研究层面加强语言基础设施建设,凝聚研究共同体,促进资源和技术的利用;在产业层面构建有利于语言技术企业发展的政策环境,加强人才供给;在市场方面普及语言技术的使用,提高对语言技术经济价值的认识。

Language technology is the way to respond to the massive,immediate and diverse demand for language services in the cross-border digital economy.Based on the research on the ElTs digital economy and language technology planning policies,the general situation of the ElTs digital economy is clarified,and the language technology issues and countermeasures in the development of the EU"s digital economy are systematically summarized and analyzed.Against the backdrop of international initiatives for developing digital economy such as the Digital Silk Road,the EU"s experience has provided China with the following insights into how to deal with language technology issues in the cross-border digital economy:At the institutional level,innovate the mechanism and system to reduce the institutional barriers to the development of language technology;at the research level,strengthen the development of language infrastructure to unite the research community and promote the utilization of resources and technologies;at the industrial level,foster a policy environment conducive to the development of language technology enterprises,and strengthen the supply of talents;and at the market level,popularize the use of language technology in the marketplace to raise awareness of the economic value of language technology.
