西部地区农村基层干部非学历继续教育对策研究——基于甘肃省宕昌县基层干部实证调研分析

Research on the development strategy of non-academic continuing education for rural cadres in the western region of China:Based on a questionnaire survey in Tanchang County,Gansu Province

开展农村干部非学历继续教育是建设美丽乡村、推动乡村振兴、推进农业农村现代化的重要举措,关乎国计民生,影响中国特色社会主义现代化建设进程。基于甘肃省宕昌县问卷调查数据,运用二元Logistic回归分析方法,从个人特征、培训特征两个维度研究农村干部培训需求的影响要素,并对应提出发展我国西部地区农村基层干部非学历继续教育发展的策略建议。从培训主体角度,突出“教什么”,树立按需培训理念;探索“如何教”,丰富培训内容形式;确保“落得实”,政府机构统筹联动。从基层干部角度,提升政治站位,增强学习主动性和实效性;坚持终身学习,将教育培训纳入职业生涯体系;理论结合实际,用培训成果激活发展动能。

Carrying out non-academic continuing education for rural cadres is an important measure to build beautiful villages,promote rural revitalization,and promote agricultural and rural modernization.It is related to the national economy and people's livelihood and affects the process of socialist modernization with Chinese characteristics.Based on the questionnaire survey data in Tanchang County,Gansu Province in 2021,the binary logistic regression analysis method is used to study the influencing factors of the training needs of rural cadres from two dimensions,such as personal characteristics and training characteristics,and correspondingly propose the development of non-academic continuing education for rural cadres in the western region of China.Strategy suggestions:From the perspective of the main body of training,highlight"what to teach"and establish the concept of on-demand training;explore"how to teach"and enrich the content and form of training;ensure"implementation",and government agencies coordinate and coordinate.From the perspective of grass-roots cadres,improve the political position,enhance the initiative and effectiveness of learning;adhere to lifelong learning,and incorporate education and training into the career system;combine theory with practice and use training results to activate development momentum.
