粮食安全保障和农业面源污染治理双重目标下的化肥价格政策研究

Research on fertilizer price policy under the dual goals of food security and agricultural non-point source pollution control

当前,中国农业面源污染问题十分严峻。化肥的施用一方面促进了粮食增产,另一方面也成为农业面源污染的主要来源。通过对化肥价格、化肥投入量、粮食生产量的比较,发现化肥价格波动对粮食产量有负向影响。实施化肥价格政策,有利于引导企业和消费者通过改变行为方式实现自身利益最大化,有利于促进粮食安全和保护农业生态环境。通过分析粮食安全和农业面源污染治理双重目标下实行化肥价格政策的必要性,对当前中国的化肥价格政策进行了述评,探寻了现有化肥价格政策存在的不足,并从政策目标、政策本身、政策资金支持等方面提出相关对策建议。

At present,the agricultural non-point source pollution in China is very serious.The application of chemical fertilizer,on the one hand,has promoted grain production,on the other hand,it has become the main source of agricultural non-point source pollution.Through the comparison of fertilizer price,fertilizer input and grain production,it is found that the fluctuation of fertilizer price has a negative impact on grain production.The implementation of fertilizer price policy is conducive to guiding enterprises and consumers to maximize their own interests by changing their behavior,promoting food security and protecting the agricultural ecological environment.By analyzing the necessity of implementing the fertilizer price policy under the dual goals of food security and agricultural non-point source pollution control,this paper reviews the current fertilizer price policy in China,explores the shortcomings of the existing fertilizer price policy,and puts forward relevant countermeasures and suggestions from the aspects of policy objectives,policy itself,policy and financial support.
