社会养老保障“差异性”发展的前提性反思

Prerequisite Reflection on the "Difference" Development of Social Old-age Security

在社会保障“差异性”发展理念指导下,我国社会养老保障建设在“质”和“量”上都获得了快速发展,但由于对“差异性”发展的认识存在误区,导致了群体间、城乡间、区域间社会养老保障水平差异过大,老年人的生存安全和生活幸福感出现分化。文章在对社会养老保障“差异性”发展的“工具”理论动因、积极价值、实践误区等进行深入分析的基础上,对新时代我国社会养老保障“差异性”发展的前提性要求展开了系统反思,提出可以通过追求实质公平、尊重老年人基本生活需求、坚持以老年人为本、重视政府作用发挥等方式,保证老年人的生存安全和生活幸福,推动新时代我国社会养老保障制度持续健康发展。

Under the guidance of the development concept of"difference"in social security,the construction of social pension security in China has achieved rapid development in both"quality"and"quantity".However,due to the misunderstanding of the development of"difference",the differences in social pension security level among groups,between urban and rural areas,and between regions are too large,and the living safety and happiness of the elderly are divided.Based on an in-depth analysis of the theoretical motivation,positive value and practical misunderstanding of the development of"difference"in social pension security,this paper makes a systematic reflection on the prerequisite requirements for the development of"difference"in social pension security in the new era,and puts forward that we can pursue substantive fairness,respect the basic living needs of the elderly,adhere to the principle of"taking the elderly as the center",and we should attach importance to the role of the government,ensure the safety and happiness of the elderly,and promote the sustainable and healthy development of China's social pension security system in the new era.
