Monitoring acts as an important measure to ensure the effective operation of the safety management system of shipping companies.This paper analyzes the problems existing in the system operation monitoring,including the lack of clear understanding,insufficient qualification,unclarified responsibilities,and falling into mere formality.Furthermore,it puts forward suggestions on clarifying the relationship between monitoring and inspection,clarifying the monitoring responsibilities of each post,and streamlining the level of monitoring.
