枝江市村庄清洁行动现状与对策--基于健康治理视角

Status quo and countermeasures of the village cleaning action in Zhijiang City: based on the perspective of health governance

在《健康中国2030规划纲》提出要持续推进城乡环境卫生整洁行动并完善城乡环境卫生基础设施和长效机制的背景下,枝江市村庄清洁行动通过健康治理积极提升农村人居环境,改变群众卫生习惯,作为健康中国行动典型经验在全国推介。枝江市村庄清洁行动在健康治理过程中通过各种措施提升全体社会成员的健康水平,实现了多元主体在多领域多维度的协同治理,并表现出了健康治理全过程、可持续、常态化的特点,但是在推行村庄清洁行动的过程中存在治理主体间互动程度不足、相关配套机制不完善、治理过程缺乏动态弹性的局限,可以通过探索优化主体间的协同方式、建立完善相应治理机制、形成多元治理联动体系几方面路径来破解当前的困境。

In the context of the Healthy China 2030 plan, which proposes to continuously promote the action of urban and rural environmental sanitation and to improve its infrastructure and long-term mechanism, the village cleaning action in Zhijiang City actively improves rural living environment and changes residents’ sanitary habits through health governance, which has been promoted nationwide as a typical experience of Healthy China. In the process of health governance, the village cleaning action in Zhijiang City has improved the health level of all social members through various measures, realized the collaborative governance of multiple subjects in multiple fields and dimensions, and showed the characteristics of whole process, sustainability and normalization of health governance. However, in the process of promoting the village cleaning action, there are limitations such as insufficient interaction between governance subjects, imperfect relevant supporting mechanisms, and lack of dynamic flexibility in the governance process. We can solve the current dilemma by exploring ways to optimize the coordination among the main bodies, establishing and improving the corresponding governance mechanism, and forming an interactive multi-governance system.
