摘要
实施家庭医生签约服务是增进人民健康、实现医疗卫生服务均等化的的重大举措,是深化医药卫生体制改革的重点工作之一。随着政府财政投入逐年加大和配套政策逐步完善,制定相应的绩效考核指标体系,对家庭医生签约服务执行效果进行评价分析,是提高家庭医生签约服务质量的重要手段。文章综合采用文献分析法、德尔菲法、层次分析法等方法,以建立科学合理、可量化操作的绩效考核指标体系为目标,探索建立符合社区服务中心实际情况的绩效考核管理体系,为推动家庭医生签约服务政策落实、促进社区卫生服务中心可持续发展以及提高人民群众健康服务满意度等提供参考。
The implementation of contracted family doctor services is a major measure to improve people’s health and achieve health equalization, and it is one of the key tasks in deepening the reform of the medical and health system. With the increase in government financial investment and the gradual improvement of supporting policies year by year, it is an important means to improve the quality of family doctors’ contracted services to formulate a corresponding performance evaluation index system and to evaluate and analyze the implementation effect of the family doctors’ contracted services. Methods including literature analysis, Delphi method, analytical hierarchy process(AHP) are adopted to establish a scientific, reasonable and quantifiable performance evaluation index system. It is expected to explore and establish a performance evaluation management system that conforms to the actual situation of community health service centers, which provides reference for promoting the policy implementation of contracted family doctor services, the sustainable development of community health service centers, and people’s satisfaction with health services.
