Evolution and Conflict Resolution of Employment Policy for Rural Order-oriented Medical Students

科学评价定向医学生就业政策有利于促进定向医学生培养的良性循环。本研究采用质性分析方法,通过对我国农村订单定向医学生就业政策演进、实施效果、现实不足和政策取向进行分析,发现定向医学生就业政策有效缓解农村医疗人才匮乏问题,增强了农村基本医疗服务供给能力,促进了分级诊疗格局的形成,但存在部分定向医学生从医意愿不强、执医期待偏高、职业发展与现实矛盾等问题。故此,定向医学生政策的优化应秉持公共性、人本性和效率性原则,将定向医学生更名为公费医学生,凸显政策的公共属性;建立就业精准服务体系,凸显政策的人本立场;构建招生培养就业一体化“政策链”,凸显政策的效率导向。

Scientific evaluation of the employment policy of oriented medical students is conducive to promoting the virtuous circle of training for oriented medical students.This study adopts qualitative analysis method to analyze the evolution,implementation effect,realistic deficiency and orientation of the employment policy for rural order-oriented medical students in China.It is found that the employment policy for rural medical students can effectively alleviate the shortage of rural medical talents,enhance the supply capacity of rural basic medical services,and promote the formation of graded diagnosis and treatment pattern.However,there are some problems such as some oriented medical students'weak willingness to work in medical industry,high expectations for practice,and conflicts between career development and reality.Therefore,the optimization of policy for oriented medical students should adhere to the principles of publicity,human nature and efficiency,rename oriented medical students as public medical students,and highlight the public nature of the policy.An accurate employment service system should be established to highlight the people-oriented position of the policy.A"policy chain"for the integration of enrollment,training and employment should be constructed to give prominence to efficiency orientation of policy.
