国土空间规划背景下的城市生态基础设施规划构建研究

Establishing Urban Ecological Infrastructure Planning in the Context of Territory Spatial Planning

城市生态基础设施是城市生态系统服务的提供者,在国家层面的规划体系重构过程中,提出应从"多规合一"的视角在国土空间规划体系下系统思考构建城市生态基础设施规划,促进其在城市生态系统功能和提升人居环境等方面作用的发挥。在中心城区,提出包含综合评估、系统布局、分类规划与分区管控、游憩体系构建等内容的生态基础设施规划框架。在规划编制组织、指标体系构建、信息平台建设、标准指南制定等四个方面给予规划保障建议。通过构建城市生态基础设施规划体系,实现城市山水林田湖草全要素系统化布局与管控,提升城市生态效益,实现城市可持续发展。

Urban ecological infrastructure serves as the provider of urban ecosystem service in planning system reconstruction at the national level.The author proposes to systematically consider the construction of urban environmental infrastructure planning under the territorial space planning system from the perspective of"multiple plans with one master plan"to promote its role in urban environmental system function and the improvement of urban ecological system quality.Within the central urban area,this paper proposes an ecological infrastructure planning framework that includes comprehensive assessment,system layout,classification planning and zoning management and control,and recreation system construction.Planning security suggestions are given in four aspects:planning organisation,indicator system construction,information platform construction and standard and guide formulation.By constructing an urban ecological infrastructure planning system,the systematic layout and control of all elements of urban mountains,rivers,forests,farmland,lakes,and grass can be realised to improve urban ecological benefits and achieve sustainable urban development.
