城市基层党组织覆盖的历史逻辑与实践逻辑

The Historical and Practical Logic of the Coverage of Urban Basic Party Organizations

计划经济体制下,单位被缔造为社会的基本单元,也是党的组织载体。在全能、同质且封闭的单位社会中,单位党组织覆盖模式适应了社会发展的需要。改革开放以来,随着市场经济体制的确立,单位社会逐步解体,依托单位的党建模式已不能适应党的组织覆盖需要,社区党建、区域化党建应运而生。实践表明,这种组织覆盖依然不能满足新时代党建工作的要求。基于城市基层党组织覆盖的历史与实践逻辑,组织覆盖需要实现从对物理空间的聚焦转为对人的关注,构建以人民为中心的开放党建模式,在一体化党建中实现组织与个体的良性互动。

Under the planned economy system,the unit was created as the basic social unit and the carrier of the Party’s organization.In an omnipotent,homogeneous and closed unit society,the unit-based Party organizational coverage mode of Danwei adapted to the needs of social development.Since the reform and opening up,with the establishment of the market economic system,the unit-based society has gradually disintegrated.The Party construction model relying on the unit can no longer meet the needs of the Party’s organizational coverage,and the community and regional modes of Party construction came into being.However,practice shows that this organizational coverage still cannot meet the requirements of Party construction in the new era.Based on systematically reviewing the history and practical logic of the coverage of urban basic Party organizations,this paper proposes that the coverage of Party organizations should shift from focusing on physical space to focusing on people,by building a people-centered open Party organizational construction model,and realizing the benign interaction between Party organizations and individuals.
