摘要
产教融合是“双高计划”院校发展的重要模式,也是推动高职教育现代化发展的必由之路。将产教融合过程分为资源建设阶段和成果产出阶段,基于网络DEA模型评价我国“双高计划”院校产教融合建设成效,可以发现,“双高计划”院校产教融合整体运行效率处于中等水平,院校间存在一定的分化现象;大部分院校较为重视成果产出阶段的运行,产教融合两阶段未能实现有效衔接;多数院校产教融合因纯技术效率偏低导致综合效率偏低,但仍有少数院校因资源投入不足导致综合效率偏低;东部、西部、中部和东北地区院校的综合效率依次递减,院校产教融合存在明显的区域特征。基于此,应以联盟治理强化阶段衔接,以技术提升推进精细化管理,以创新东西协作模式促进区域协调,以动态评价机制激励效率提升。
Industry-education integration is an important project to promote the sustainable development of “Double High-level Plans” and the inevitable course for modernization of higher vocational education. By dividing the process of industry-education integration into resource construction stage and outcome stage, this research employs network DEA model to evaluate the construction and outcome of industry-education integration of Chinese “Double High-level Plans” colleges. It is found that the overall development of industry-education integration of “Double High-level Plans” colleges is at a medium level, and there is a degree of polarization between colleges. Most colleges attach more importance to the development of outcome stage, and there is a lack of effective connection between two stages. Pure technical efficiency is the dominant factor for low comprehensive efficiency in most of colleges, but there is still under-investment in some colleges. There is a descending order of comprehensive efficiency in eastern, western, midland and northeastern of China, and the development characteristics of industry-education integration of colleges varies from different regions. Based on the above issues, some countermeasures and suggestions are put forward in this research, such as strengthening stage connection via alliance governance, facilitating delicacy management via technology improvement, promoting regional balance via east-west cooperation innovation, and improving efficiency via dynamic evaluation mechanism.
