Preparing Students for the Future: The Ideas and Practices of Global Competencies Education in Canada——Taking Ontario Province as An Example

摘要 为应对21世纪迅速变化的社会现实带来的挑战,培养学生的全球素养成为当下世界各国教育改革的风向标。加拿大安大略省的全球素养教育经历了关注“全球依存”、关注“学业成就”向关注“学生未来工作与生活”的转型。在全球素养教育的探索过程中,安大略逐渐形成了“面向学生未来”的全球素养教育理念以及基于“可迁移能力”的全球素养框架和人才培养目标。在该理念和目标的指导下,安大略逐步形成全球素养教育实践框架,包括在课程设置上注重学科课程与跨学科课程的结合、在课程标准中强调可迁移能力的培养、在学习过程中关注参与性和整合性、在学习评价上突出个性化和差异性。除此之外,安大略省还出台一系列的支持措施来保障其全球素养教育的有效实施,包括建立专业学习社区提高教师的教学实践、利用科技辅助教学实施和学习评价、设计灵活的学习空间促进学生的交流与协作等。加拿大全球素养教育的理念与实践对于我国中小学开展全球素养教育具有积极的借鉴意义。 In order to meet the challenges brought by the rapid development of the social reality in the 21st century, cultivating students’ global competencies has become the wind vane of the current educational reform in all countries around the world. Global competencies education in Ontario has undergone a transition from focusing on “global interdependence” and “academic achievement” to “the future work and life of students”. In the process of exploring global competencies education, Ontario has gradually formed the “future-oriented” concept, as well as framework and goals based on transferable skills. Under the guidance of the concept and goals, Ontario has gradually formed the practice framework of global competencies education, for example, paying attention to the combination of subject courses and interdisciplinary courses in curriculum setting, emphasizing transferable skills in curriculum standards, stressing participation and integration in teaching practice, and focusing on personalized and differentiated learning evaluation. In addition, Ontario has formed a set of support system to ensure the effective implementation of global competencies education, such as establishing professional learning communities to improve teachers’ teaching practice, using technology to assist teaching implementation and learning evaluation, and designing flexible learning spaces to promote students’ collaboration and communication. These experiences can be used as reference for global competencies education in primary and secondary schools in China.
