摘要
随着社会的发展和科技的进步以及犯罪情态的演变,侦查人员的办案方法和思维模式都发生了巨大变革,主办侦查员的胜任特征也随之革新。通过行为事件访谈法和职位分析法构建主办侦查员胜任力模型,主办侦查员胜任力模型包括政治素质、人格特征、大数据侦查业务技能、决策能力、应急处突能力和人际关系处理能力等六项一级因素并进一步细分为二十三项二级因素。构建主办侦查员胜任力模型有助于主办侦查员岗位分析及主办侦查员制度完善,可应用于主办侦查员遴选、培训和考核等方面的工作。侦查实践中主办侦查员胜任力模型研究具有现实局限性和动态发展性,仍需伴随着打击犯罪的需要不断丰富完善,以更好地实现办案质量终身负责制目标。
With the development of society and progress of science and technology,and the modal evolution of crime,the investigators’handling methods and thinking mode have undergone great changes,and the competent characteristics of the lead-investigator have also been innovated.The research builds lead-investigator’s competency model under the background of big data through methods of behavioral event interview and position analysis;summarizes the investigator competence characteristics as six primary factors:political quality,personality characteristics,big data investigation business skills,decision-making ability,emergency ability and interpersonal relationships ability,which are subdivided as twenty three secondary factors;and then describes its degree of importance.The construction of the competency model of the lead-investigator is meaningful to the position analysis of the lead-investigator and the improvement of the lead-investigator system,which can be applied to the selection,training and assessment of the lead-investigator.In view of the practical limitations and dynamic development of the research on the competency model of the lead-investigator in the era of big data,it still needs to be enriched and improved to better achieve the goal of lifelong responsibility system for case quality.
