Research on the Open Sharing Mechanism of Archival Data and Promotion Strategies in the Era of Big Data

档案数据开放共享是新时期加强档案资源体系建设与推动档案开发利用服务升级的必然趋势。政策环境、数字化转型以及社会需求的变化,催生并强化了档案数据开放共享理念,推动了其实现进程。文章通过分析大数据时代下档案数据开放共享的促成因素,构建了由主体协调机制、政策协同机制与平台联动机制三者组成的档案数据开放共享机制,并提出了落实主体协同合作、保障档案数据安全、优化资源统筹调配的推进策略,以期增强档案机构之间的协同与合作,激活零散档案资源价值,进一步拓展档案服务深度与广度。

Archival data open sharing is an inevitable trend in strengthening archival resource system development and promoting archival development and utilization services.The policy environment,digital transformation and changes in social needs have spawned and strengthened the concept of open sharing of archival data,and promoted its realization process.By analyzing the contributing factors of the open sharing of archival data in the big data era,this paper constructs an open sharing mechanism of archival data,which is composed of the coordination mechanism of the main body,the coordination mechanism of policies and the linkage mechanism of platforms,and puts forward the promotion strategies of implementing the cooperation of the main bodies,ensuring the security of archival data,and optimizing the overall allocation of resources,with a view to enhancing the coordination between archival institutions,activating the value of scattered archival resources,and further expanding the depth and coverage of archival services.
