学术界对第三次分配的内涵界定体现了研究的多角度性,主要形成了分配制度说、“先富帮后富”说、公益慈善说和资源配置说等四种观点,进而从弥补“空白”论、分配公平正义论、推进共同富裕论、财富向善论、国家治理现代化论等视角分析了推动第三次分配的价值意蕴,为其发展提供了理论动力。尽管当前第三次分配在脱贫攻坚、扶危济困、抗击疫情等重大事件中发挥了积极作用,但是由于分配主体和客体的日益多元化,积极探索第三次分配发展路径仍是一个重要课题。

At present,the definition of the connotation of the third distribution in the academic circle reflects the multi-angle,which mainly forms the theory of distribution system,the theory of“the rich first helps the rich later”,the theory of public charity and the theory of resource allocation.Then it analyzes the value implication of promoting the third distribution from the perspectives of making up the"blank"theory,the theory of distribution fairness and justice,the theory of promoting common prosperity,the theory of wealth to the good,the theory of national governance modernization,etc.,which provides the theoretical impetus for its development.Although the third distribution has played a positive role in such major events as poverty alleviation,poverty alleviation and fighting against the epidemic,it is an important task to actively explore the development path of the third distribution due to the increasingly diversified subjects and objects of distribution.
