Cultural Dimension of Open University Governance

制度和文化是大学治理的两维。开放大学是我国高等教育体系中的新型大学,本质上仍是负有文化传承创新发展职能的文化组织,肩负大学基本的文化使命以及不同时代赋予的独特使命。开放大学治理过程中应当坚守文化本真、持守文化理性,充分认识大学文化在大学善治实现过程中的基础性作用,并注重运用文化的力量加速开放大学的善治进程,实现开放大学的初心。

System and culture are the two dimensions of university governance.Although the open university is a new type of university in China’s higher education system,it is still essentially a cultural organization with the function of cultural inheritance and innovation development,shouldering the basic cultural mission of the university and the unique mission given by different times.In the process of governance,we should adhere to the essence of culture,hold cultural rationality,fully understand the fundamental role of university culture in the process of achieving good university governance,and focus on using the power of culture to accelerate the process of good governance of the open university in order to achieve the original intention of the open university.
