摘要
美国参议院2021年通过的《无尽前沿法案》是对76年前《科学:无尽的前沿》报告中科技创新精神的传承,也象征着美国新科技战略理念的重要转变。法案从科技人力资源、科技创新资金投入和科技生产资源上对美国高等教育的科技创新能力进行重新布局,其举措呈现科技创新战略由“市场主导”转向“全政府”动员、“技术国际化”转向“技术民族主义”、“技术商业化”转向“技术安全化”的特征。在加快实现高水平科技自立自强的背景下,美国科技战略的重大调整对我国高等教育科技创新使命担当具有现实的启发意义。
The Endless Frontier Act,passed by the US Senate in recent years,is a continuation of the spirit of technological innovation outlined 76 years ago in Science:the Endless Frontier,and represents an idea transformation in America's new strategy in science and technology.The act rearranges the scientific and technological innovation capability of American higher education from the aspects of scientific and technological human resources,scientific and technological innovation capital investment and scientific and technological production resources.Its strategic measures show the strategic characteristics of scientific and technological innovation strategy from“market leading”to“all government”mobilization,“technology internationalization”to“technology nationalism”,and“technology commercialization”to“technology security”.Under the background of accelerating the realization of high-level science and technology self-reliance,the major adjustment of the US science and technology strategy has realistic enlightenment significance for China's higher education science and technology innovation mission.
